請願書: 美國和歐洲必須與金磚國家合作 並有勇氣拒絕地緣政治

如果以地緣政治的政策與俄羅斯和中國對抗,以今天核子時代的後果就只能是人類在熱核衝突中滅絕。因此,必須盡一切努力,共同解決人類面臨的多重危機。

巴西、俄羅斯、印度、中國和南非等金磚國家已經聯合在一起,實踐追求經濟發展的政策,他們追求的不只是自己國家的利益,所有國家人民也將因此受益。為此,他們已經創設新的開發銀行為必要的開發計畫投入數十億美元。

中國最近成立了亞洲基礎設施投資銀行(AIIB),已經有二十多個亞洲國家加入為創始成員,同時也成立了絲綢之路開發基金。

在北京舉行的「亞太經濟合作會議」(APEC)上,中國國家主席習近平邀請奧巴馬總統加入中國和俄羅斯在內的其他亞洲國家共同在開發新絲綢之路的努力。

這些舉措都不是地緣政治的本質,與奧巴馬倡導剔除俄羅斯和中國的跨太平洋夥伴關係(TPP)相違,而金磚國家的相關措施,則包括中國提出的亞太自由貿易區(FTAAP)。他們的想法主要植基於已故教宗保祿六世傳達的理念–「和平的新名字就是發展」。因此,最近在澳大利亞舉行的G-20會議上,習近平和印度總理莫迪談到透過經濟發展,實現世界和平、消除貧窮的雙重目標。

以這種方式進行,全世界沒有任何問題無法解決;相反地,不透過這種方式,就沒辦法解決任何問題。

然而美國、俄羅斯、中國、印度以及其他國家之間的合作,首要之務必須要打敗肆虐非洲的埃博拉病毒。

以ISIS和基地組織為首的恐怖威脅也是俄羅斯、中國、印度,以及美國和歐洲共同的目標,各方唯有在合作的基礎上,才能建立新的安全架構打敗他們。

「顏色革命」的目的是要推翻政府的外資援助,即使沒有使用「戰爭」這個詞,但是「顏色革命」以民主為名推動的政策其實就是走向戰爭的政策。這種事必須停止。烏克蘭的納粹政變和以俄羅斯反對 「顏色革命」而行制裁之舉都只會加劇全球金融危機。以相互合作的方式實現人類的共同目標,並及於整個歐亞大陸,甚至其他地方,將成為世界和平的基石。

儘管美國已經放棄了甘迺迪的太空計劃,中國仍將致力於登月計劃,前往開採能夠產生無限核聚變能源的氦-3。美國、歐洲、俄羅斯、中國、印度和其他國家之間的合作,使人們終於可以一窺開普勒的視野,掌握太陽系的運行規則,進而造福全人類。

只有這個做法可以恢復美國獨立革命和歐洲文藝復興時期的初衷,美國和歐洲現在已經逐漸放棄這個襟懷,卻為世界其他地區採行,現在已經有一股力量敦促他們重新找回初衷。

因此,我們呼籲美國和歐洲放棄過去曾經導致兩次世界大戰,並走向第三次世界大戰的自殺式地緣政治政策,共同為全人類的未來重新採納立足在「利益他人」,從而結束歐洲三十年戰爭的西巴伐利亞條約的外交政策,以及約翰•昆西•亞當斯「主權民族國家共同體」 的原則。

這是唯一可行的路,完全符合人類為唯一創造性物種的本質。任何其他的路線都是以人類為動物的概念運行,將導致人類滅絕。

我們身為自己國家的愛國者和世界公民,呼籲我們的同胞和國家領導人都要有勇氣打破當前日趨失去人性的週期,接受金磚國家的慷慨提議並與之合作。
